The 2025 to 2026 rule changes, in plain language
Several changes in the last year affect how Filipino players deposit, verify and receive bonuses. News about them can be confusing, and social media posts often get the details wrong. This page explains the three changes we can state with confidence, what each one means for you, and what it does not mean. We are not lawyers and this is not legal advice. For official wording, always check the regulators themselves, including pagcor.ph.
The three changes:
- The BSP removed casino shortcuts from e-wallet apps (August 2025).
- PAGCOR requires identity verification (valid government ID plus selfie) before deposit.
- PAGCOR set bonus caps in May 2026 for rebates and cash-backs.
1. BSP: no more casino shortcuts in GCash and Maya (August 2025)
What it is
The Bangko Sentral ng Pilipinas (BSP) removed the casino shortcuts that used to appear inside the GCash and Maya apps in August 2025. Before this, a player could open the wallet app, tap a casino link and pay in a few steps.
What it means for you
- Start at the casino. Open the casino's cashier first, and then pay as the cashier instructs. See GCash cash-in in 2026 and Maya and other e-wallets.
- Be suspicious of old instructions. A post telling you to find a casino icon in your wallet app is out of date, or a scam.
- Be extra careful with "manual" payments. When the old shortcut vanished, scammers filled the gap with offers to deposit by sending money to a personal number. Do not. Read our scam checklist.
What it does not mean
It does not mean that you can no longer use e-wallets at all, and it does not make a casino safe or unsafe by itself. It only changes where the payment journey begins.
2. PAGCOR KYC: valid government ID and selfie before deposit
What it is
PAGCOR's identity verification (KYC, "know your customer") rules call for players to verify their identity with a valid government ID and a selfie before depositing.
What it means for you
- Verification comes first. Expect to upload your ID and take a selfie before you can fund your account at a licensed operator.
- Use real, current documents. Expired, cropped or blurry IDs are a common reason for delays. If you are stuck at this stage, see the withdrawal triage steps.
- Your details must be consistent. The name on your ID, your casino account and your payment wallet should match. See GCash name mismatch.
- Adults only. Verification is also one way operators check age. Licensed sites may require you to be 21 or older. See responsible gaming.
- Be careful who receives your ID. Upload documents only inside the official site or app. Never send an ID photo to a chat account, a Facebook page or an "agent."
What it does not mean
A casino that asks for ID is not automatically legit. Scam sites also collect IDs, sometimes to misuse them. A casino that asks for no verification at all, however, is skipping a step that licensed operators are expected to follow. Verify the brand yourself: PAGCOR check guide.
3. PAGCOR bonus caps (May 2026)
What it is
In May 2026, PAGCOR set limits on certain promotions:
- Rebates may not exceed 1.5% of turnover or deposits.
- Cash-backs may not exceed 15% of net losses.
What those terms mean
| Term | Plain meaning | Cap |
|---|---|---|
| Rebate | A small return based on how much you wagered (turnover) or deposited | 1.5% of turnover/deposits |
| Cash-back | A return on your net losses over the period | 15% of net losses |
To see the arithmetic only: a 15% cap on net losses means that for every 1,000 pesos of net loss, a cash-back cannot be higher than 150 pesos. A 1.5% cap on turnover means every 10,000 pesos wagered cannot earn a rebate higher than 150 pesos. Those are math examples of the caps, not offers from any casino.
What it means for you
- Be skeptical of huge promises. A promo pitched as a large guaranteed return on losses or turnover may not fit the cap, or may not be from a licensed operator. Ask the casino to explain, and check its terms.
- Read the fine print anyway. Caps limit rebates and cash-backs. They do not remove other conditions such as turnover requirements, game restrictions or withdrawal limits.
- Promos are not income. A cash-back only softens a loss. You are still down money.
- Screenshot the promo terms when you accept them, in case they change.
What it does not mean
We do not claim to list every promotion rule that PAGCOR has issued. If a casino quotes a rule to you, check the official source on pagcor.ph instead of relying on our summary or the casino's.
Quick summary table
| Change | When | Your action |
|---|---|---|
| E-wallet casino shortcuts removed (BSP) | August 2025 | Begin deposits at the casino's cashier |
| Government ID and selfie before deposit (PAGCOR) | In effect for licensed operators | Complete KYC with matching name |
| Rebate and cash-back caps (PAGCOR) | May 2026 | Question promos that look too generous |
How to use this information
- Verify the casino brand on the official site first.
- Complete KYC inside the official site or app only.
- Deposit through the cashier, in your own name.
